EOC staff are involved in initiatives across campus that are focused on creating effective non-discrimination policies and helping prevent conduct that is in violation of the policies. Here is a look at some of EOC’s latest projects.

Prevention Task Force

As part of Carolina’s ongoing engagement with issues of sexual and gender-based harassment and violence, the University is committed to increasing its focus on prevention. To achieve this, the University launched a Task Force to address prevention efforts. This Task Force is charged with developing a five-year strategic plan to reduce gender-based violence by increasing access to prevention initiatives and empowering the community to take responsibility for prevention.

The Task Force, charged by Winston Crisp, Vice Chancellor for Student Affairs, and Felicia Washington, Vice Chancellor for Workforce Strategy, Equity, and Engagement, brings faculty, administrators, students, and community members together to gather a wide range of perspectives and expertise. In addition to developing the strategic plan, the Task Force is expected to make recommendations for increasing the capacity for prevention education and facilitating consistent communication of prevention messages throughout campus.

Employee Procedures Working Group

In August 2014, the University adopted a revised Policy on Prohibited Discrimination, Harassment and Related Misconduct, Including Sexual and Gender-Based Harassment, Sexual Violence, Interpersonal Violence and Stalking (Policy). The University also adopted revised procedures for reports against students as the responding parties. The Policy and procedures were adopted at the recommendation of a large task force with representatives from across campus.

As a next step, the University committed to reviewing employee procedures under the Policy. An Employee Procedure Working Group has been convened to examine the following procedures:

  • Procedures for Reports by Students Regarding the Conduct of Employees
  • Procedures for EPA Faculty and Non-Faculty Employees
  • Procedures for SPA Employees

The Working Group is co-facilitated by Katie Nolan, former interim Title IX compliance coordinator, and Chris Chiron, senior director for employee and management relations in the Office of Human Resources. The Working Group has been asked to identify areas for improvement in the procedures with respect to clarity, efficiency, organization, and consistency with the Policy and procedures for reports against students that were adopted last year. As part of its efforts, the Working Group will consider the requirements of state and federal laws and regulations. The Working Group will also receive feedback from the community, focus groups, and national experts that will help guide its work.

The faculty, staff, and student members of the Working Group will collaborate to develop recommendations for revised employee procedures to address reports under the Policy. Recommendations will be submitted to Becci Menghini, Senior Associate Vice Chancellor for Workforce Strategy, Equity, and Engagement.
